Our History

PHILPaCS started with the launch of the website as an eCommerce for Farmers trading hub. In 2000, the company partnered with the Land Bank of the Philippines to conduct a 19-city roadshow/ training activity to the countryside. The company trained farmers and fisherfolks on the use of ICT software and hardware and promote the benefit of eCommerce as a marketing tool for their produce and services. Through this partnership, the site became the “Official Marketplace of the Philippines for Agriculture and Fisheries Sector” as endorsed by the Congressional Oversight Committee for Agriculture and Fisheries Modernization. The company also received a World Bank Grant through the Development Marketplace – InfoDev competition. started with the cooperatives and created an 8-module eCooperative Suite for the use of cooperatives who would want to upgrade their operations through technology. Since the company is in the countryside, the idea of automating local government units (LGUs) came up to provide efficiencies in the collection and disbursements of government funds. The eLGU Suite is comprised of 18 systems divided into Financial, Transactional, and Admin packages.


The company shifted its brand name to Philippine Payments and Clearing System (PHILPaCS) as it is more appropriate in offering electronic solutions to its target clients.


In early 2014, PHILPaCS programmed for Landbank the electronic payment portal (ePP) as a central payment hub for Landbank merchants, primarily government agencies – NGAs, LGUs, SUCs, GOCCs, and government-sanctioned utilities (electric cooperatives, water districts). This portal completed the loop for online assessment, processing, and payment for target clients – cooperatives and government agencies, complete with electronic Billing (eBilling) and electronic Official Receipt (eOR)

Edgardo B. Herbosa
Chief Executive Officer

After finishing his fellowship at Stanford University, Mr. Edgardo Herbosa decided to be based in San Francisco. He set up PHILPaCS’s global company under the flagship of b2b solutions Corporation USA and, an online remittance company. With his extra-ordinary ability in the field of business and social entrepreneurship, Mr. Herbosa was granted a US 0-1 VISA for Aliens.

Ryk C. Ramos
Chief Operations Officer

Mr. Ryk Ramos handled developmental programs and projects for Land bank of the Philippines for 12 years. He later on moved and joined PHILPaCS as the e-commerce director.As an e-commerce director, he was mainly in charge of making the buyers and the sellers utilize the e-marketplace and complete the e-commerce cycle from posting / canvas-sing, to negotiating on-line,to paying on-line.

He is proficient in Mobile Commerce business development specifically on mobile wallet implementation and mobile technology services solutions. He has proven exposures on spearheading and management of mobile commerce group to leading companies like SMART Communications in the Philippines and recently PT TELEKOMSEL of Indonesia.

Erick S. Kalugdan
Chief Information Officer

Mr. Kalugdan has over 15 years of experience in Systems Design and Development using Microsoft-based Server Technologies, and ODBC Relational Databases. Currently the President of LOAD.COM.PH CORPORATION – an award-winning e-commerce website for cellphone loads and prepaid cards. It has an end-to-end website with online payment.

Jose Mabilangan
Chief Finance Officer

Mr. Mabilangan is currently the President and CEO of the Kalaw-Ledesma Group (Real Estate), KLHM Industrial Parks, Inc. (Agro-Industrial Manufacturing), and Mahogany San Isidro Corporation (Agriculture). He is also a Trustee of the Kalaw-Ledesma Foundation, Inc. and the Philippine Squash Academy. He previously worked with SGV Consulting, SGV & Co. as a Strategic Management Consultant, San Miguel Corporation as Global Business Development and Corporate Planning Manager, and Ayala Land, Inc.

While private companies can use PHILPaCS to procure their necessary commodities from cooperatives or SMEs, the main clients/beneficiaries were cooperatives and SMEs. Mr. Ramos was instrumental in the development of the Strategic E-Commerce Program of the Land Bank of the Philippines and PHILPaCS. Under the Program, they conducted road shows and trainings nationwide for cooperatives and SMEs.

Mr. Lito Bunag has more than 40-years in branding and marketing, public and stakeholder relations, advertising and packaging development industry. He has counseled more than 300 companies both local and foreign from practically all major trade and industry categories, here and abroad.

Member - LandBank Representative
LANDBANK or also known by its initials, LBP, is a universal bank in the Philippines owned by the Philippine government with a special focus on serving the needs of farmers and fishermen. While it provides the services of a universal bank, it is officially classified as a ``specialized government bank`` with a universal banking license.

Eduardo C. Escaño

Member - Legal
Commercial lawyer by profession. He handles commercial law, intellectual property, and mergers & acquisitions. Atty. Escano also teaches law at the University of the Philippines and also lectures at UP- CSSP and Ateneo de Manila University.

Albert M G. Garcia

Member - Marketing
Businessman and entrepreneur, grew up in Madrid Spain, studied in De La Salle College. He Lived in Australia for 25 years from 1971, self employed in food company with national distribution, returned to the Philippines in 1995. He Currently President & CEO Whealth Inc, - health food industry, Chairman Philippines Australia Business Council ( PABC) 2008-2012, Chairman - Chamber of Herbal Industries of the Philippines Inc ( CHIPI).

Mr. Jacomina has Accomplished HR professional with 19 years’ experience. More than 10 years HR managerial role with expertise in recruitment, talent and performance management, employee engagement, compensation and benefits administration, employee and labor/union relations, organization design and effectiveness, HR policy development, and health and safety.

Jose Mabilangan

Member - Finance
Mr. Mabilangan graduated in 1988 from Georgetown University, Georgetown College with a Bachelor of Arts (BA) degree in Economics. He completed a Master’s in International Management (MIM) from Thunderbird Global School of Management. He also has a Post-graduate diploma in Corporate Finance from the Ateneo Graduate School of Business and a Post-baccalaureate diploma in Real Estate Management from De La Salle University, St. Benilde College and the Chamber of Real Estate Builders’ Association, Inc. (CREBA). In 2018, he attended Deloitte Philippines’ Business Valuation Seminar with Prof. Aswath Damodaran.
